The Hereford VBCW is, of course, anything but a "Phoney War". However, inspiration can be derived from the alternative timeline of 1939-1940, when this interesting card game was produced:

"House Army". Interesting social stereotypes (see the Lieutenant and the Major). "The Master" is Lord Gort, former CIGS and, from 1939, Commander in Chief of the British Expeditionary Force in France. |

"House RAF". The cartoonist still seems to be in the biplane era. "The Master" is Sir Cyril (later 1st Baron) Newall, Marshall of the RAF and (from 1937) Chief of the Air Staff |

All that might be needed to convert this "Victory Card Game" from the Phoney War to the Very British Civil War would be a decent caricature of Sir Oswald Mosley, Leader of the BUF:
